Heat oil over medium - high heat, add onion and sauté until slightly brown in colour, while stirring occasionally.
Add garlic, peppers, mushrooms, and cook until the mushrooms are tender and brown in colour.
Add water, cream, and bring to the boil. Add packet contents and stir continuously until boiling, reduce and simmer uncovered for 8-10 minutes.
Add nutmeg, mozzarella, chopped basil and switch off the stove, leave the pot to stand on the hot plate for 2 - 3 minutes before serving. Sauce will thicken and pasta will soften upon standing.
